I just finished installing the Nokia Black / GDR3 update on my Lumia 928 with Verizon. I have confirmed with one other person who has installed the update today and have included some screenshots for all that are interested. Also, Nokia has also updated their Lumia handset update information page.
Try going to Settings and then Phone Update on your Lumia 928 today and see if your update is waiting also.
