The Department of Telecommunication (DoT) is expected to soon notify norms allowing telecom companies to share spectrum, NDTV has learned. Sharing is expected to reduce operating cost for telecom companies as it will help them utilise each other's spectrum, without having to put up costly infrastructure. Sharing is expected to be allowed initially for five years, extendable by another five years. However there is a small catch to the whole proposal, which can delay its implementation. The draft proposal prepared by the telecom department, viewed by NDTV, calls for allowing only those operators to share spectrum who have paid a one-time fee for the excess spectrum held by them. One-time fee is a charge which the government wants telecom operators to pay for spectrum they hold beyond 4.4 Mhz. It is also a charge which the operators are opposing vehemently and have gone to court against its payment. Apart from this, operators shar ing spectrum will also have to pay usage charges, which will be a percentage of their annual revenue, depending on the quantity of spectrum they hold.
