NEW DELHI: The Planning Commission, along with the National Innovation Council, hosted its first Google Hangout on the 12th Five-Year Plan on Friday to discuss the key ideas of the 12th Plan and take questions on the same. The hour-long session was being attended by Montek Singh Ahluwalia, deputy chairman, Planning Commission; Sam Pitroda, chairman, National Innovation Council, and Planning Commission members BK Chaturvedi, Saumitra Chaudhuri, Syeda Hameed, Narendra Jadhav, Arun Maira, Abhijit Sen and Sindhushree Khullar. The Hangout was moderated by journalist Vikram Chandra. The interaction was aimed at communicating the objectives of the 12th Five-Year Plan (2012-17) through the social media platform so as to increase public partici pation and engagement in growth and welfare issues. Highlights: * Jagdish Bairwa (netizen) said that the internet is reaching the panchayats. * What is the government doing about livelihoods and education in the village? asked Sarpanch from Kanpura. * Narendra Jhadhav said that education is being given great stress in the 12th Plan, with special focus on quality. * Teachers are being hired and National Mission on Teachers and Training, said Narendra Jhadhav member responsible for education. * Training of health providers a focus in the plan to improve rural healthcare, said Syeda Hameed, member responsible for health *Shortage of power should be reduced by the end of the 12th Five Year Plan, said Planning Commission member Chatervedi. * BK Chaturvedi said that domestic capacity for power generation has improved, but fuel is a concern. * Study aquifers, ground water level need to be studied, said Abhijeet Sen. * Water conservation and focus on dry land areas, small irrigation, said Montek Singh Ahluwalia. * Participatory governance is achieved through panchayats, village health and education committees. * Amitabh Behar (netizen) said that the 12th Five Year Plan has bright spots like gender issues in governance, inclusion of minorities. * Rajeev Shukla said that BRGF is given to the backward regions in the country to bring them at par with the other states. *Sam Pitroda said that people build companies, we are building a nation and that takes time but it is very exciting. *Independent Evaluation Office is being set up by the Planning Commission to evaluation flagship programs. *Availability of capital deficient for young entrepreneurs hence India Inclusive Innovation Fund, said Arun Maira. *Arun Maira said that skill development and enterprise and employment go hand in hand. *Sam Pitroda said that affordability and sustain ability are a core for Indian model for development. *Montek Singh Ahluwalia said that last ten years were better than the previous ten years, so there's no reason why the next ten years can't be even better. *Focus on higher education and skill development so that the population becomes more employable, said Narendra Jhadhav. *People have a wrong idea of what the Planning Commission does, said Montek Singh Ahluwalia. *"I don't think an annual report card of the Plan makes sense, but we do make an assessment after 2 years, 6 months. We don't have an annual report as the Budget does that." said Montek Singh Ahluwalia. *Montek Singh Ahluwalia said that the 12th plan gives a clear assessment of that plan. *"I agree that planning and implementing should be participative. But the participation should start from the Panchayat level. Social stakeholders should start participating.
